Ummbila Emoyeni Phase One comprises the development of a 155MW Wind Energy Facility (WEF) as well as the associated Electrical Grid Infrastructure (EGI). The following documents provide background to the Environmental Impact Assessment processes completed for the development of the project:

Wind Energy Facility Environmental Authorisation

The WEF received Environmental Authorisation in January 2023. This Authorisation was subsequently amended to allow the project to be developed in Phases and was further amended in September 2024 to provide for the change in Authorisation Holder name from Ummbila Emoyeni (Pty) Ltd to Ummbila Emoyeni (RF) (Pty) Ltd as well as the approval of a change in the road network layout.

In February 2025, the original Authorisation was split into the five project phases, with a new Environmental Authorisation issued for each phase:

The layout and Environmental Management Programmes (Ummbila WEF – Final Facility EMPr.pdf and Ummbila WEF Generic EMPr – Substation.pdf) for Phase One were approved in July 2023 (14-12-16-3-3-2-2160-MP1.pdf).

Electrical Grid Infrastructure Environmental Authorisation

The EGI received Environmental Authorisation in January 2023. This Authorisation was subsequently amended to correct initial omissions by the Department of Forestry, Fisheries and the Environment before being amended to allow the project to be developed in Phases. The Authorisation was further amended in September 2024 to provide for the change in Authorisation Holder name from Ummbila Emoyeni (Pty) Ltd to Ummbila Emoyeni (RF) (Pty) Ltd, as well as the approval of a change in the road network layout.

In April 2025, the original Authorisation was split into five separate Authorisations as follows:

  1. Ummbila Emoyeni One and Four Electrical Grid Distribution Infrastructure, Authorisation holder: Ummbila Emoyeni (RF) (Pty) Ltd (14-12-16-3-3-2-2162-1-AM4.pdf).

  4. Electrical Grid Transmission Infrastructure, new authorisation holder: National Transmission Company of South Africa (NTCSA) (14-12-16-3-3-2-2162-4-AM4.pdf).
